Package-based tickets can still move one match at a time under FIFA's transfer rules.
FIFA says the recipient gets full control of the transferred ticket. They can use it, re-transfer it, invite their own guests, or list it for resale or exchange on the official FIFA marketplace where allowed.
That is different from simply sending a ticket to a privately invited guest while keeping the related benefits yourself. For that situation, FIFA says the right tool is the FWC2026 Mobile Tickets app once it becomes available in mid-May 2026.
Ticket Transfer is for cases where you already know exactly who should receive the ticket. The Resale or Exchange Marketplace is FIFA's official channel for listing a ticket when you need another eligible buyer.
FIFA also says tickets bought through the official marketplace can still be transferred later through the Ticket Transfer feature, subject to the same rules.

If you already know the new holder, transfer is simpler than listing the ticket for resale.
FIFA says tickets can be transferred up to one hour before the relevant match kick-off.
If the transfer has not been accepted by that point, the pending ticket returns to the original FIFA ticketing account.
FIFA says Supporter Tickets can be transferred through the Ticket Transfer feature on the Resale or Exchange Marketplace from April 2, 2026 onward.
For Conditional Supporter Tickets, FIFA says transfer is only possible after the team has qualified for the relevant knockout round and FIFA Ticketing has formally issued that match ticket to the original buyer.
FIFA discourages attempts to transfer tickets through third-party platforms or unofficial accounts. Keeping the process inside FIFA accounts is the safer path and reduces the risk of failed acceptance or cancellation problems.
FIFA also says that if a transfer has already been accepted by the wrong person, FIFA Ticketing may not be able to undo it.
FIFA Ticket Transfer is the cleanest official option when the original buyer cannot attend and already knows who should receive the ticket. Eligible tickets can be transferred up to one hour before kick-off, and if the recipient accepts, they receive full control of the ticket.
